What is the Diversity Visa Lottery? The annual United States Department of State (DOS) diversity visa immigration lottery accounts for nearly 7 percent of all legal immigration into the U.S. With over 12 million applicants from visa eligible countries vying for only 50,000 available green cards, it is potentially the most popular immigration program in the world. Based on a random computer drawing, winners and their immediate families are eligible to receive permanent U.S. residency—provided they follow the ever-changing State Department rules. By identifying red flags" used to help distinguish scam" sites, the study successfully identified those websites before the Federal Communications Commission (FCC) shut them down in October 2003 for misleading consumers.
