TECO Energy, Inc.subsidiary Tampa Electric, has engaged Critical Intervention Services, Inc (CIS) to provide Homeland Security Anti-Terrorism Officers to protect its Tampa Bay power plants.

(NYSE: TE) subsidiary Tampa Electric, has engaged Critical Intervention Services, Inc. (CIS) to provide Homeland Security Anti-Terrorism Officers to protect its Tampa Bay power plants.
The multi-million dollar contract between TECO and CIS is the first of its kind for TECO and sets a new standard for the protection of critical infrastructure facilities by private security companies in the United States.
Commenting on the recent deployment of the exceptionally trained Anti-
Terrorism Officers to the Tampa power plants, K.C. Poulin, CEO &
President of CIS said, Few security officers outside of the government community have the training or experience to effectively prevent and respond to threats associated with terrorism and organized violence. As a source of security risk, terrorism is unique and the methods used by terrorists require that security personnel receive specialized training, equipment, planning support, and tactical supervision. To address this need for security officers with specialized anti-terrorist capabilities, CIS created the Anti-Terrorism Officer (ATO) program."
The ATO officers, all former U.S. military, underwent 245 hours of training at the Clearwater-based S2 Safety and Intelligence Institute, completing the FEMA Emergency Response to Terrorism Course, 20 hours of Antiterrorism Officer (ATO) classroom training, ATO Practical Search and Response training, ATO Standard Operating Procedures Orientation & Rules of Engagement training, advanced weapons qualification for the AR-15 semi-automatic rifle, 9 mm handgun and 12-gauge shotgun, Close Quarters Battle tactics and facility defense training, and Level III HazmatTechnician (Chem/Bio) training.
As a part of the deployment CIS also launched its proprietary Suspicious Activity Tracking and Analysis System (SATAS) which is used to collect and disseminate valuable intelligence and threat information to its officers,TECO and appropriate law enforcement agencies such as the Department of Homeland Security, the FBI, the Coast Guard and local police.
