West Virginia Merchant Plant Issues Request for Statement of Interest for Power from New Waste Coal-Fired Project

Western Greenbrier Co-Generation, LLC (WGC) has announced plans to build a 90-megawatt waste coal-fired plant in Rainelle, WV and has issued a formal Request for Statements of Interest to identify potential parties interested in purchasing the plants output. WGC is a municipal entity empowered to design, construct and operate the generating facility. The project was selected by the US Department of Energy (DOE) as part of the Clean Coal Power Initiative and has received a $107.5 Million financial assistance award from DOE to support approximately 50% of the plants capital costs. The Plant is currently in the conceptual design phase. Plant start-up is expected in early 2008 with full commercial operation beginning in 2009.

(PRWEB) October 31, 2004 -- Western Greenbrier Co-Generation, LLC (WGC) has announced plans to build a 90-megawatt waste coal-fired plant in Rainelle, WV and has issued a formal Request for Statements of Interest to identify potential parties interested in purchasing the plants output. WGC is a municipal entity empowered to design, construct and operate the generating facility. The project was selected by the US Department of Energy (DOE) as part of the Clean Coal Power Initiative and has received a $107.5 Million financial assistance award from DOE to support approximately 50% of the plants capital costs. The Plant is currently in the conceptual design phase.    Plant start-up is expected in early 2008 with full commercial operation beginning in 2009.

The Plant project team includes a number of highly qualified participants including Parsons Energy and Chemicals (PA), ALSTOM Power Inc. (CT), Vista Energy Group (NY), and Citigroup Global Markets (NY). The Plant is designed to use waste-coal as its fuel source. WGC has contractual entitlement and access to more than twenty years of waste coal reserves. The use of waste coal benefits the local environment by reducing future clean-up costs. In addition, the use of waste-coal results in minimizing fuel price volatility as compared to conventional fuel sources. The combustion ash will be converted into high value byproducts as well as used to neutralize acid runoff, thereby benefiting the local watershed.

The Plant is sited in Rainelle, WV (about 100 miles southeast of Charleston, WV). A formal interconnection request has been filed with PJM Interconnection, Inc., allowing access throughout the PJM transmission network. The interconnection process should be completed by Summer 2005.

Our project development work is progressing on schedule. We are confident that full commercial operation will be achieved in early 2009 are looking forward to mutually beneficial power purchase arrangements with interested parties," said Gary Skidmore, President of WGC.

WGC is issuing an RFI in advance of a formal RFP to identify and contract with a suitable counter-party interested in purchasing the plants output through a Power Purchase Agreement. The RFI document details information describing the plant background, facility operating characteristics and key criteria required by WGC. The RFI information is provided to assist prospective parties in deciding if the plant addresses their company power needs and whether they want to receive the formal RFP and participate in the bid process. The current timeline includes the intent to execute a Power Purchase Agreement (PPA) in the summer of 2005.
