Green Power CEE will be held in Budapest on 27th-29th September 2004 and comes at a vital time for the new accession countries of Eastern Europe. Many of these countries have huge potential for growth in both energy efficiency and renewable energy. Under the former centrally planned communist economies emphasis was placed on volume and quantities rather than price or efficiency. Until now, large hydro projects apart, there has been relatively little activity or focus on renewables.

Regulate to Open the Finance Tap
Regulatory regimes and market mechanisms must be created that recognise the role of private finance in order to attract the necessary levels of investment and FDI. Private investors require security, long-term price guarantees and market incentives to minimise their risk and exposure. Carbon finance initiatives such as renewable obligation certificates could provide much needed incentives as well as the recognition/reduction of existing hydrocarbon subsidies to level the playing field. The importance of attracting finance to the region is demonstrated by the announcement from the UNEP Finance Initiative (http://unepfi.net/) that they will run a Renewable Energy Finance Forum as part of the event.

Growing Energy?
Of particular regional interest is the possibility for Rural Economy Renewable energy projects (in particular, biomass) that could provide the agricultural communities with new crops to offset the increased competition from being within Europe.
The Biomass Energy Fund was finalized and the Tripartite Contract arrangements were approved by the Slovenian Government."
