Hand-free laws sweeping the nation

Throughout the nation drivers operate in heavy, fast-moving traffic with one hand on the steering wheel and the other trying to handle a cellular phone call. Without the complete obliteration of cell phones and portable communication devices, which we know is quite impossible in this day and age; there is no way of solving this problem entirely.
