Humanitarian Disaster Points to Need for Targeted Preositioning of Emergency Relief Operations: Citizen Assembly Vital to American Response / Preparedness
Raleigh, NC (PRWEB) January 13, 2005 -- Ron Hunter, author of the Civil Defense Process, Civilization Continuity, www.civilizationcontinuity.org, said today that The 2005 Christmas Tsunamis shows the critical need for A high technology method to enable participation of the U.S. Citizen directly in Disaster Relief. Our Approach uses Citizen Assembly to effectively address humanitarian needs in the face of unpredictable, natural disasters."
It is in the American national interest to have in place a viable, citizen based , Infrastructure Prefabrication Program to support any civil defense relief operation .Using this approach combined with a foreign relief effort, tied to the Peace Corps, gives our nation the long term dedicated follow on effort we need without tying up critical military assets, which are needed elsewhere. Now is one of those times as we witness one of the greatest natural disasters in generations. By organizing all our efforts through the scientific outlet of an improved citizen corps system , lessons learned abroad can be applied to accelerate the excruciatingly slow disaster recovery here in the U.S.A."
The Presidential Transformation Fund (PTF), through its Civilization Continuity Process www.civilizationcontinuity.org , envisions a program of embedded management tools , Dedicated financial aid and logistical operations executed through teamwork with the Peace Corps. The Result ? Highly mobile resource allocation with prefabricated supplies, equipment, and easily constructed shelters to work hand in hand, in a peaceful, citizen oriented operation to bring relief to those in need at times of great danger.
We envision an innovative relief operation, in association with the Peace Corps, that adds to our proposed three tier civil defense program ─ the USA Corps, the Freedom Corps, and the Liberty Corps. This international leg of the PTF would up a region wide infrastructure relief program for regional disasters and emergencies, including relief ship fleets, infrastructure and prefabricated shelter kits, and the manpower to manage and execute the operations required to address the needs of those at risk.
We refer to this as the Peaceful Powell Doctrine. Consistent and continuing training of youth volunteers, in conjunction with standardized and prefabricated shipping and supplies for relief fleets, will initially allow the proper training of personnel and the positioning of supplies in the event of both regional and international relief needs as they arise. By offering personnel and prefabricated, standardized relief supplies, , we also see the opportunity to provide jobs in America for the production of relief kits and to ensure the effective and controlled delivery of relief efforts to those most in need.
Americans are recognized worldwide for our generosity and humanity. Incorporating updated, standardized, and redundant training and supply operations for relief efforts both domestically and internationally will assure the effective integrity of our own national security and efforts to address international humanitarian needs in time of disaster.
