Cecil Howard has been with the Florida Commission on Human Relations for over five years. He has served as general counsel for the past four years. Prior to his employment with the commission, he was in private practice and served as city attorney for the city of Midway, Florida. He has also worked as an assistant general counsel for the Florida League of Cities and the Public Defenders Office. As general counsel for the commission, Mr. Howard has litigated whistleblower cases before the circuit court and initiated several housing discrimination cases before the Division of Administrative Hearings. He has also implemented an employment discrimination training program for commission employees and has spoken to several groups regarding issues in employment discrimination. Mr. Howard also manages the commissions Mediation Unit. He received his undergraduate degree in government and public administration from Florida State University and his J.D. degree from Texas Southern University.
