Rosemary J. Beless is a shareholder in the Salt Lake City law firm of Fabian & Clendenin, P.C., and has practiced environmental and natural resources law for the past 25 years, focusing on environmental, land use, water rights, mining, oil and gas, public land and condemnation law. She was named Lawyer of the Year by the Energy, Natural Resources and Environmental Law Section of the Utah State Bar in 1990; she was elected chair of the Section in 1994; and she was selected to receive the Sections Distinguished Service Award for excellence in the practice of natural resources and environmental law for the year 2000. Ms. Beless holds Ph.D. and J.D. degrees from the University of Utah. She has represented clients throughout the United States on land use, water quality, air quality and hazardous/solid waste issues, and has successfully obtained insurance coverage for remediation costs at a number of contaminated sites. Ms. Beless has also provided the legal support for redevelopment of brownfields sites for new land uses. She focuses on complex water rights title issues and water rights administrative proceedings before the Utah state engineer, and she is currently negotiating an assembled land exchange with the Bureau of Land Management.

Craig D. Eaton, P.G., is a senior project manager with IHI Environmental. Mr. Eaton provides environmental consulting for a variety of clients throughout the west. His services include permitting and compliance, focusing in water and air quality regulations; Phase I Environmental Site Assessments, site inspections, regulatory reviews and historical research; Phase II site characterizations, soil and groundwater sampling for underground storage tank (UST) releases; and other environmental impairments. Mr. Eaton is an accredited AHERA building inspector, a Utah certified soil and groundwater sampler, and Utah certified UST consultant, and has received training by OSHA in railroad workplace safety and roadway worker protection and 40-hour hazardous waste operations and emergency response.

Lisa A. Kirschner is a shareholder in the Environmental, Energy and Natural Resources Department of Parsons Behle & Latimer, where she concentrates on environmental matters. Her practice is varied and addresses, among other issues, matters related to water quality, wetland and drinking water rulemaking, permitting and compliance, as well public lands issues such as those related to mine closure, reclamation bonding and National Historic Preservation Act compliance. Ms. Kirschner received her B.A. degree from Williams College, her M.S. degree from the University of Arizona and her law degree from the University of Denver. She is a member of the Utah State Bar and American Bar Association (ABA) and an editor of the ABA Natural Resources & Environmental Law Journal.

Thomas Rushing currently works with the Utah Pollutant Discharge Elimination System (UPDES) Storm Water Program. His educational background is in geology and hydrogeology (B.S. degree, Tulane University, New Orleans, Louisiana, and post-graduate studies at the University of Montana, Missoula). Mr. Rushing has been working for the Utah Department of Environmental Quality, Division of Water Quality, for 14 years and has been involved in several environmental programs with the division, including storm water discharge permits, municipal waste water discharge permits, industrial process water discharge permits, concentrated animal feeding operations, surface water monitoring and ground water monitoring.

Kent R. Wheeler, P.G., is the manager of Environmental Services and serves as the senior hydrogeologist at IHI Environmental in Salt Lake City. Mr. Wheeler provides environmental-related consulting services encompassing a wide range of projects, from Superfund liability associated with property transactions and hazardous waste cleanups to groundwater and soil contaminant investigations. He concentrates in the collection, compilation and evaluation of subsurface soil and groundwater management strategies. Mr. Wheeler is a member of the National Association of Environmental Professionals and the Association of Groundwater Scientists and Engineers. He is a certified soil and groundwater sampler by the state of Utah, and has been trained by OSHA in 40-hour hazardous waste operations and emergency response, and railroad workplace safety and roadway protection. Mr. Wheeler earned his B.S. degree in geology from Western State College in Gunnison, Colorado, and his M.S. degree in watershed sciences from Colorado State University.
