In the 1960's, Chabot feels there was a definite conspiracy where the American government took advantage of a select group of people who had ESP. The government used and took advantage of these victims as spies and guinea pigs to find out about what other countries were up to. Chabot was one of them. He was used as a medium for spoken telepathy.

My psychic gift started to show itself in my senior year of high school in 1961 and developed into almost perfect, ability to talk to other psychics, mostly those in the intelligence community by the summer of 1966.
"By governmental manipulation I started taking part in telepathic discussions over the phone," reveals Chabot. "On one fateful night I would face a lengthy 'debriefing' and testing by agents from the FBI, CIA, and military intelligence."

Traditional methods of gathering intelligence include using satellites, intercepting communications and recruiting agents.
